According to current findings, a Legionella infection is exclusively caused by the inhalation of very fine droplets of contaminated water. Significant concentrations of Legionella regularly occur in technical water systems, where temperatures of 25 to 45 °C prevail and certain conditions are met. If this water is sprayed in the open air, fine respirable droplets occur, which can cause an infection.

Cooling systems with evaporative cooling towers and evaporative condensers atomise water in a targeted manner to achieve the desired cooling effect. Despite built-in mist eliminators, a very fine mist occurs in the proximity of cooling towers, which can contain infectious droplets. Such very fine droplets can be carried for between several hundred metres to several kilometres, depending on the weather conditions. A complete exclusion of infections caused by cooling systems is not possible with justifiable effort. A further risk reduction is however recommended.

First, a detailed examination of the entire cooling system should take place, with regard to installation, operation, make-up supply water, system condition (pollution, corrosion, Legionella concentration in exposed places, etc.) and treatment chemicals. A risk assessment is carried out after all facts have been compiled. Optimisation measures are planned on the basis of the risk assessment. If, for example, dead pipes are installed or pipe cross-sections are too large, dismantling should be taken into consideration. If the make-up supply water is strongly contaminated with Legionella, a change of the source of the make-up water or the disinfection of the make-up supply water should be investigated.
